American Society
for Testing and Materials
Founded in 1898, ASTM
International is a not-for-profit organization that provides a global
forum for the development and publication of voluntary consensus
standards for materials, products, systems, and services. Over 30,000
individuals from 100 nations are the members of ASTM International,
who are producers, users, consumers, and representatives of government
and academia. In over 130 varied industry areas, ASTM standards
serve as the basis for manufacturing, procurement, and regulatory
activities. Formerly known as the American Society for Testing and
Materials, ASTM International provides standards that are accepted
and used in research and development, product testing, quality systems,

The American Society for Quality (ASQ)
has been the leading quality improvement organization in the United
States for more than 50 years. Its members have initiated most of
the quality methods used throughout the world, including statistical
process control, quality cost measurement and control, total quality
management, failure analysis, and zero defects.
ASQ has more than 117,000 individual
and 1,100 corporate sustaining members worldwide. Individual members
belong to one of 247 local Sections
located throughout the United States, Canada, Mexico, Puerto Rico,
and an International Chapter.
ASQ also has 22 industry—and topic-specific Divisions.

The International
Organization for Standardization (ISO) is a worldwide federation
of national standards bodies from some 140 countries, one from each
country.
ISO is a non-governmental organization
established in 1947. The mission of ISO is to promote the development
of standardization and related activities in the world with a view
to facilitating the international exchange of goods and services,
and to developing cooperation in the spheres of intellectual, scientific,
technological and economic activity.

Scale Dealers Association. The Independent Scale Dealers
Association is made up of select scale distributors across the United
States that must meet stringent criteria for excellence in the weighing
industry. Only the best dealers in an area are selected and membership
is by invitation only.
Scale dealers must at
a minimum offer 24 hr on-site factory trained customer service with
certified and bonded technicians, multiple scale products from numerous
manufactures to provide choice and diversity to weighing solutions,
documented on-site calibration service traceable to NIST, scale
rentals, and used scales.
The scale dealers association
currently has over 50 member locations strategically selected to
offer national coverage. The combined sales exceed 100 million dollars
with over 500 trained technicians, over 100 application specialist,
and 25 system integrators.
International Society
for Weighing and Measurement
The International
Society of Weighing and Measurement is a non-profit
organization, whose sole intent is the advancement of its members.
Formerly known as the National Scale Men's Association, ISWM members
have been gathering for over 70 years. ISWM members include manufacturers,
distributors, government officials, end users, scale purchasers,
and suppliers to the industry. ISWM members have various titles,
from CEO's, presidents, sales managers, service technicians, administration
and many more. They come from diverse backgrounds, but they all
have one thing in common: they are committed to the technical advancements
created by and for the weighing and measurement industry.

ISWM members

The material
handling industry relies on weighing

The Material Handling Industry of America is a non-profit
organization under which domestic and international activities are
conducted. Active members are manufacturers of industrial material
handling and logistics equipment, systems and software or user-specified
components for such equipment. They market their products in the
United States. Associate membership is held by business publications,
consultants and systems simulators.
National Conference on Weights

Applying uniform weights and measures
standards to commercial transactions is one of the most important
supports to a strong national economy. The positive outcomes are
numerous: uniformity fosters good will, minimizes trade barriers
to interstate commerce and increases U.S. opportunities for international
export trade. But how can uniform standards effectively serve these
diverse markets? The answer is the National Conference on Weights
and Measures, Inc. (NCWM); a national professional organization
dedicated to developing consensus on standards to fairly meet the
needs of consumers, businesses, regulators and manufacturers nationwide.

Industrial Scale Association
In 1987, the National Industrial
Scale Association was officially formed to support the
heavy capacity weighing industry including crane
scales and other industrial
scales. Until that time, there was no forum for scale
users, manufacturers, regulatory agencies and other
interested groups to obtain or share information on a purely technical
level. NISA is a highly respected professional organization serving
the weights and measures community in a manner that no other organization
can. A non-profit group, supported completely by our membership
dues, publication sponsors and conference attendance receipts, we

Founded in 1901, NIST is a non-regulatory
federal agency within the U.S. Commerce
Department's Technology Administration. NIST's mission
is to develop and promote measurements, standards, and technology
to enhance productivity, facilitate trade, and improve the quality
of life. NIST carries out its mission in four cooperative programs:
- the NIST
Laboratories, conducting research that advances the nation's
technology infrastructure and is needed by U.S. industry to continually
improve products and services;
- the Baldrige
National Quality Program, which promotes performance excellence

Engineering Laboratory (MEL) works to satisfy the measurements
and standards needs of the U.S. manufacturers in mechanical and
dimensional metrology and in advanced manufacturing technology by
conducting research and development, providing services, and participating

Office of Weights and Measures
The Office
of Weights and Measures (OWM), one of the longest running
and best known programs of the National Institute of Standards and
Technology (NIST), promotes uniformity in U.S. weights and measures
laws, regulations, and standards to achieve equity between buyers
and sellers in the marketplace and thereby:
- Enhance consumer confidence in
the marketplace,
- Enable U.S. businesses to compete
fairly at home and abroad, and
- Strengthen the U.S. economy.
To help accomplish this mission, OWM
established the National Conference on Weights and Measures (NCWM)
in 1905. The NCWM is a professional organization of State and local
weights and measures officials and representatives of business,
industry, consumer groups, and Federal agencies. Regulation of standards

scales.
OWM partners with the NCWM to develop
standards in the form of uniform laws, regulations, and methods
of practice, which are then published by NIST. When State or local
governments, or Federal regulatory agencies, adopt these standards,
they become mandatory.
It is estimated that sales of products
or services impacted by weights and measures laws in the United
States total over $4.5 trillion annually, which represents 52.8
percent of the $8.51 trillion U.S. Gross Domestic Product (1998
figures). Industry sectors potentially affected by the decisions
of the NCWM include retail food sales, other retail sales, petroleum
products, transportation, and chemicals.
OWM is organized into four program
areas. The State Laboratory Program provides the basis for
ensuring traceability of state weights and measures standards to
NIST. It also conducts basic, intermediate, and advanced training
for metrologists from the states, industry, and other countries.
The Device Technology Program
develops procedures for testing weighing and measuring devices and
conducts training on device testing for weights and measures officials.
Program staff provide technical and administrative assistance to
the NCWM Specifications and Tolerances Committee, National Type
Evaluation Program (NTEP) Committee, and the various Sectors of
the National Type Evaluation Technical Committee.
Providing guidance and training to
the states, Federal regulatory agencies, and industry on the model
weights and measures laws and regulations adopted by the NCWM is
the role of the Laws and Regulations Program. This group
also gives technical and administrative support to the NCWM Laws
and Regulations and Administration and Public Affairs Committees.
The Administration and Publications
Program plans the technical agendas of meetings of the NCWM,
coordinates the development and publication of key NIST and NCWM
publications, and maintains OWM's information services. A member
of this program and the Chief of OWM serve as advisors to the NCWM
Board of Directors.
